Judge C. Steven McMurry is committed to treating everyone
appearing in the Encanto Justice Court with equal respect and to applying the
law fairly to every case.   He is also committed to quality throughout the
Justice Courts of Maricopa County and Arizona. 
Judge McMurry founded the first web site for the Justice Courts and led
the work of writing the Rules of Procedure for Eviction Actions.  His leadership efforts have included
developing and delivering many different educational classes for Judges and
others as well as serving as a respected mentor for Judges new to the bench.

Joe "Pep" Guzman, Agua Fria Justice of the Peace

Joseph "Pep" Guzman has served as the Justice of the Peace for the Agua Fria precinct since May 1991, when the Maricopa County Board of Supervisors appointed him to complete the term of a judge that resigned his position. He was subsequently elected to four-year terms in 1994 and 1998. Judge Guzman currently is a member of the Arizona Justices of the Peace Association and the Arizona Minority Judges Caucus. He also was selected in 1992 to represent Maricopa County at the Rural Court Policy Development Seminar sponsored by the Arizona Supreme Court. In 1993, he was appointed to the Maricopa County Civil Action Study Committee created by the presiding judge of Superior Court. Judge Guzman also is a member of the Arizona State Hispanic Bar Association, the Arizona Minority Judges Association and the National Association of Latin Elected and Appointed Officials.

Judge Steven Sarkis, Arcadia Biltmore Justice of the Peace

Steven E. Sarkis was elected as Justice of the Peace in the Arcadia Biltmore Justice Court in the fall of 2008. Prior to running for Justice of the Peace, he gained his legal experience working in the Maricopa County Downtown Justice Center as a Judicial Clerk and Court Bailiff.

Before coming to the bench, Judge Sarkis graduated from Arizona State University’s College of Liberal Arts & Sciences with a B.A. in Psychology, and in 2011 furthered his education by obtaining his Masters in the Science of Psychology through the University of Phoenix. Possessing such an education has benefited him greatly on the bench.

Judge Sarkis is currently a member of the Maricopa County Justice of the Peace Association and the State Justice of the Peace Association.
